Issuance of New Tax Declaration

ABOUT THE SERVICE: The Office of the Municipal Assessor issues updated tax declaration upon transfer of ownership of real property from the previous owner to the new owner. It is process to update the records of the assessor’s office and to transfer real property taxation  to the new owner. This is a requirement in securing building permit, and for loan/mortgage purposes, transfer of ownership, and zoning certificate.

FEES: Php 75.00

REQUIREMENT/S:

  1. For Untitled Property/declared for the first time
  • Mode of conveyance
  • Survey plan duly approved by LMB, DENR
  • CENRO Certification
  • Affidavit of Ownership
  • Sworn Statement declaring the Market Value by the owner
  • Punong Barangay Certification that the declarant is the present possessor and occupant of the land
  • Certification of the adjoining owners duly sworn to by the Punong Barangay or the Municipal Mayor

  • Certified True Copy of the Title
  • Real Property tax payments
  • Transfer Tax
  • BIR payments
  • A certified true copy of free patent, homestead or miscellaneous sales patent

Transfer of Ownership

 ABOUT THE SERVICE : For realty taxation purposes, every parcel or unit of real property is declared under a tax declaration in the name of its owner or any person, natural or juridical who has lawful interest on the property. Therefore, it is very important that the assessor be notified of any change in ownership so that a new declaration may be issued to the new owner of the property.

Section 208 of the Government Code provides that any person who shall transfer property ownership to another shall notify the Assessor concerned within sixty (60) days from the date of such transfer and see to it that his name appears on the tax declaration in order to set the record straight and avoid unforeseen problems in the future.

REQUIREMENT/S:

  • Certified true copy of the Transfer Certificate of Title
  • Copy of the Deed of Absolute Sale of the Deed of Conveyance used in the transfer of ownership of the property
  • Real Tax Clearance issued by the Municipal Treasurer
  • Official Receipt of the Transfer Tax
  • Copy of the Certificate Authorizing Registration (CAR) from the BIR proving the payment of Capital Gains Tax, Donor’s Tax and Estate Tax

Issuance of Certified True Copy of Tax Declaration/FAAS

 ABOUT THE SERVICE : The Office of the Municipal Assessor issues Certified True Copy of Tax Declaration/FAAS for all legal intents and purposes.

REQUIREMENT/S:

  • Letter request/request slip of owner/representative
  • Certification fee to be paid at Treasurer’s Office
  • Documentary stamp

Issuance of a Certificate of No Property/No Records/No Landholdings/No Improvement

ABOUT THE SERVICE : The Office of the Municipal Assessor issues certified true copy of tax declaration or certification of various property holdings or with/without improvement for legal purposes.

REQUIREMENT/S:

  • Letter request of owner/representative
  • Affidavit of No Improvement executed by the owner
  • Certification fee to be paid at the Treasurer’s Office

FEES : Php 75.00

Annotation or Cancelling Loans or Mortgages and Bail Bonds on Tax Declarations and Field Appraisal and Assessment Sheets (FAAS)

ABOUT THE SERVICE : The Office of the Municipal Assessor issues annotation or cancellation on tax declaration/field appraisal and assessment sheet for loan/mortgage and bail bond purposes.

REQUIREMENT/S:

  • Contract of Mortgage or release of mortgage
  • Court order (for bail bonds)
  • Annotation fee receipt
  • Certified photocopy of the Title (annotated) Tax Declaration
  • Affidavit and other pertinent documents

Issuance of Vicinity Map

ABOUT THE SERVICE : The Office of the Municipal Assessor issues, identifies real property location with the aid of the tax map for securing vicinity map.

REQUIREMENT/S:

Correction of Erroneous Owner/Name of Owner

ABOUT THE SERVICE : Once a Tax Declaration has been issued, any correction, amendment or cancellation of such tax declaration has to be supported by legal and valid grounds and that the changes to be made are in concurrence of the person under whose name the property covered the subject Tax Declaration is declared.

Inspection of Lot for Reclassification/Segragation/Consolidation

ABOUT THE SERVICE : The service enables the owner to acquire a copy of the updated Tax Declaration as a result of partition, subdivision, consolidation and reclassification.

REQUIREMENT/S:

  • Transfer certificate of Title
  • Approved subdivision/consolidation plan
  • Deed of absolute sale/extra-judicial partition
  • Previous tax declaration

HOW TO AVAIL OF THE SERVICE:

Assessment/Appraisal of Newly acquired properties

ABOUT THE SERVICE : The local government code also requires the person acquiring at any time real property or making any improvement on real property belonging to him to prepare and submit to the Municipal Assessor a sworn statement declaring the true value of the property, within 60 days after the completion of the improvement made. In case the improvement is made by a juridical person the same shall be declared by the administrator thereof. This is also relevant in the acquisition of machinery.

REQUIREMENT/S:

  • Floor plan, occupancy permit, certificate of completion and building permit
  • Sworn statement of the true market value

FOR MACHINERY

  • List of machinery together with original cost and date of operation/acquisition
  • Certificate of registration (NFA)
  • BOI certification

For building:

Issuance of Notice of Assessment

ABOUT THE SERVICE : The Notice of Assessment is an important document in real property taxation which is explicitly provided for by law to be the means by which assessors could officially inform the property owner of the assessment of their newly declared property or of any change in the assessment of their property as a result of general revision or reassessment within their (30) days.
